INFORME REUNIÓN CIIT EN 29 ENAFIT
3ª JORNADA DE LA CIIT
En el marco del 29 encuentro nacional de inspectores de trabajo de Brasil, que se desarrolló en Maceió (Alagoas), tuvo lugar la 3ra Jornada Iberoamericana de Inspección del Trabajo.
Conjuntamente con ello se realizó puesta a punto entre los miembros presentes de la Comisión Directiva ya que hubo ausencias por motivos de salud.
En lo referido estrictamente a las actividades que se llevaron a cabo en el programa del encuentro, se destaca la intervención de la Inspectora General de Trabajo Vera Albuquerque quién expuso acerca de la forma de gestión, dirigida al trabajo planificado por sectores de actividad (equipos multidiciplinarios) , dejando las denuncias en un segundo plano salvo las que versan sobre trabajo esclavo, trabajo infantil, atraso de salarios y las que implican un inminente riesgo de vida.
Asimismo, se expusieron nuevos procedimientos y formas de trabajo que aun se encuentran en fase de implementación como proyectos piloto; se pone énfasis en el uso de nuevas tecnologías y su aprovechamiento por parte del inspector, por ejemplo un nuevo sistema de actas de infracción que se labra en formato digital. Este programa debe contemplar la firma del acta por varios inspectores (firma digital), e incluso cuando son más de un empleador (caso de los grupos móviles), permitiendo adjuntar fotos, filmes, etc.
La Jornada Iberoamericana, que este año contó con la participación del Director del Programa de OIT sobre Inspección de Trabajo, Giuseppe Casale(Italia) y su adjunta María Luz Vega(España), trató el tema de la formación y capacitación de los inspectores de trabajo. Se mostró un panorama general acerca de la situación de las inspecciones de América y se expuso por parte de las personas referidas acerca de los instrumentos con que se cuenta para llevar a cabo la calificación por parte de OIT. Destacaron el papel vital en el fortalecimiento de la inspección un programa de capacitación continua.
AITU mantuvo contactos personales con los representantes de OIT y se aprovechó la ocasión para plantear temas de interés para nuestro sindicato. De la misma como elemento principal surgió que según la comisión de expertos de OIT, para los inspectores, otras tareas que no sean control y visita a los lugares de trabajo, deben ser residuales.
En cuanto a las actividades relacionadas con la administración de la CIIT, se tuvo acceso a la documentación que acredita el nuevo mandato del Sindicato de inspectores de Perú(SIT PERÚ) por lo que se hace viable la realización de la Asamblea General y la elección de nueva Comisión Directiva factiblemente en el mes de noviembre del corriente año.
